It is the year 2130, and the new Watchers Council, which was founded by Rupert Giles and Willow Rosenberg over a century ago, has become a militaristic worldwide corporate entity. Charged with protecting humanity from demonic and paranormal threats, the Council has been given sweeping powers and special concessions via the Human Defense Treaty, which is in effect across most of the globe.

 

But like the old adage "Absolute power corrupts absolutely," the Council has become a shadow of what it once was. Bogged down in bureaucracy and in many ways losing the battle against the demonic menace, the Council has lost favor of late-especially in the last twenty years since the disastrous Coven Rebellion, which resulted in the general outlawing of magic, even within the Council itself.

 

The government and the public aren't the only ones unhappy with the Watchers Council. Dissatisfied with the current political setup of the organization, Chairman Horatio Tyrell, along with several of his fellow High Commanders, attempts to seize complete control of the Council by resurrecting the Initiative's Project 314 and creating an army of genetically-altered and cybernetically-enhanced vampires.

 

Tyrell's plans are disrupted when the project's existence is discovered by Sebastian Giles (a Watcher and respected member of the Command Council), Colonel Jocasta Rosenberg (the Head of Gray Sector, which oversees the investigation of magical and paranormal occurrences), and Katherine Allison (a Slayer on active duty). Amidst their investigation and subsequent battle with Tyrell's demon army, Jocasta (the reincarnated Willow Rosenberg) and Katherine (the reincarnated Tara Maclay) find themselves inexplicably drawn to each other and enter a whirlwind romance. Fortunately, with the help of their friends and allies, Giles, Jocasta, and Katherine manage to destroy Tyrell's 314 facility in Sunnydale before he is able to release his demon army. They capture Tyrell's accomplice Captain Sean Rayne (Katherine's Watcher and an old friend of Giles). Tyrell himself, however, has covered his tracks well and remains free to continue his work, undeterred by this recent setback.

 

It is now that the real battle begins. On one side of the conflict are Tyrell, his supporters within the Council (some known, some unknown), and his allies outside the Council. On the other side are Giles, Jocasta, and Katherine, and their friends: James, Antonia, Livia, Lex, and the Willowgram. Also aiding the new Scoobies are Veronica, Mira, and the AnyaBot. With the fate of both the Council and the world in the balance, only time will tell which side will emerge as the victor.
